We have a new Blender build supporting CUDA, Optix, HIP, HIPRT, and oneAPI

To make this build work we:
Fixed ROCm lld.
Packaged HIPRT.
Synced and patched CUDA from nvidia offical repository (main driver is still a custom package)
Synced intel oneAPI
